    SIPO donation reports (Standards in Public Office Commission)

    Transcribed from SIPO's annual reports to the Ceann Comhairle: donations to parties 2017–2022 (donor, type and value) and donations disclosed by TDs, Senators and MEPs 2020–2022 (number and value per member). For 2024, when no itemised report was published, SIPO's annual report gives each party's total and the totals for TDs, Senators and MEPs; those are shown as printed, with any mismatch in SIPO's own table stated. Donations to parties for 2023, 2024, 2025 are transcriptions of SIPO's scanned party statements (party-statements-2023-2025.json in data/imports/sipo), reviewed against the scans; every row cites its page. Where SIPO's annual report prints party totals, they match for 7 of 7 parties. An itemised report is accepted only when its rows add up to the totals it prints. 8 other file(s) are scanned forms or use a layout that is not transcribed. Donors' addresses are not stored. sipo.ie's pages refused this network, so the known report list was used; files from assets.sipo.ie, 0 downloaded in this refresh, at least ten seconds apart.

    Gender of politicians

    The Oireachtas API leaves its gender field empty. Party pages use the gender recorded on Wikidata, a community-maintained open dataset, matched to each member by their official Oireachtas member ID (Wikidata property P4690). How records are linked

  1. Politicians ↔ declarations. Register headings (“SURNAME, First (Constituency)”) are matched to Oireachtas member records by full name, then surname plus constituency.
  2. Award suppliers ↔ CRO companies. When a TED notice publishes a winner identifier equal to a CRO number and the distinctive words of the two names agree, the link is graded “matched by company number”. TED does not list identifiers in the same order as winner names, so on multi-winner notices an identifier is used only when exactly one named winner fits it. Otherwise the supplier name is compared with every CRO company name after treating Ltd/Limited, &/and, DAC, CLG and PLC alike. A link is made only if exactly one company matches; when a legal form had to be added, every form is tried and the match must still be unique.
  3. Declared organisations ↔ CRO companies. The organisation is read from the declaration text and linked only on an exact, unique CRO name match. The declaration is always shown verbatim.
  4. OGP ↔ TED. OGP rows carrying a TED notice number are merged into that notice, as are rows with the same buyer, the same published value, a shared supplier name and dates within 120 days. Both sources are then listed on the award. Other rows are kept separately, so an award may occasionally still appear twice.
  5. SIPO donations ↔ politicians and companies. Rows are read by column position from SIPO’s annual reports, and a report is accepted only if its rows add up to the totals SIPO prints. A member named in a report (“Brophy Colm, TD”, “Senator Shane Cassells”) is linked when the name matches exactly one current member; a party’s donor is linked only when the report gives an Oireachtas title with the name. Corporate donors are linked to CRO on an exact, unique name match. Donors’ addresses are not stored. Rows transcribed from SIPO’s scanned statements are checked on import (SIPO source file and page, a name with no address, plausible values, the €2,500 limit) and against SIPO’s published party totals where they exist; because the transcription drops printed titles, a donor there is linked only to a current member of the party that received the donation.

    Company directors and secretaries (CRO)

    CRO's open data contains company records and financial-statement filing metadata only. Officer details are sold through CORE and are not in any open feed, so Declared cannot show who directs a company unless a public official declared it.

    Access to the Register of Beneficial Ownership has been restricted since the 2022 CJEU ruling. It is not used and nothing is inferred about ownership.

    SIPO donation statements and election expenses (scanned forms)

    SIPO publishes party donation statements for 2023 onwards, members' statements and election expenses only as scanned forms, often handwritten, with donors' home addresses. Party statements for 2023–2025 were transcribed and reviewed against the scans (they match SIPO's published 2024 party totals) and are shown with a ‡ mark; members' statements and election expenses are not transcribed.
